This is our open plan for the United Arab Emirates, written for any person in the UAE who wants to know exactly what we are building and pursuing: a free, UAE-law-compliant Private Agent One for every citizen and resident, running inside the UAE on sovereign infrastructure, sponsored as a national service. Nothing on this page is an agreement with any UAE entity. It is a plan, stated honestly, and a standing invitation.
This one is personal.
Our founder grew up in the UAE and left for university at nineteen. Decades later - after building AI products at Microsoft, Splunk, and Google - the conviction that started this company is the same one the UAE built into UAE Pass: nothing about a person moves without their consent. We are coming home with the product of that conviction, and we want to build it with the country that already believes it.
What every person in the UAE would get.
We start from one person - an Emirati in Abu Dhabi, a resident in Dubai, a family in Sharjah - and work backwards. Four promises define the offer.
A national service, not a subscription
Our offer: every UAE citizen and resident gets a 🤫 Private Agent One at no personal cost - a fully sponsored national service, the way a public good should feel. Emiratis first, then every resident. This is the offer we are building toward with government sponsors; it is a pursuit, not yet a program.
Sovereign by residence, not by promise
The agent's data and compute live inside the UAE on sovereign infrastructure - the data-center and sovereign-cloud capacity the country is building at historic scale. Where the government provides local infrastructure, One runs on it. Hosting partnerships are in pursuit.
UAE law is the design spec
Consent-based processing under the UAE Personal Data Protection Law, identity through UAE Pass, alignment with the UAE AI Charter's principles of human oversight and transparency, and in-country residency for sensitive data. We build to the strictest reading and say plainly what is still settling.
Approve-the-share, everywhere
UAE Pass already lets a person approve each share of their documents. One carries that principle across the whole of life: every access consented, every action receipted to a ledger only the person can read, revocable in a tap. The agent answers to one party - the human who owns it.

This morning, ten million people across the seven emirates woke to an agent that knows the rhythm of their lives - prayer and Ramadan, the school run and the Salik gate, payday and the remittance home - and reads nothing it was not granted. It signs in with UAE Pass, lives on sovereign soil, writes a receipt for every access, and serves the person alone: not an advertiser, not an employer, not even the company that built it. The UAE, which gave the world its first AI Minister and first AI university, became the first nation where private, personal AI is a public good - and showed everyone else the way.

Meetings never proposed over prayer times unless you allow it; Ramadan mode reshapes the whole day around suhoor, iftar, and reduced hours - automatically, respectfully.
The agent computes zakat from what you consent to share, and routes giving through the channels you trust - receipts for your records, privacy for your generosity.

Government - the rails you already trust
The UAE built the most seamless government services on earth. One rides these rails by consent - never around them.
The national identity is the sign-in and the signature; its approve-the-share model is the gold standard One extends to everything.
Emirates ID and visa renewals, licences, fines, certificates - the agent watches the dates and prepares each service so you tap approve, not fill forms.
DEWA, SEWA, ADDC, Etisalat and du - bills paid on your rules, consumption watched, moves handled in a day.

The UAE already unified health records; the person just never got the remote control. One is that remote control - by consent.

AI abundance, with the UAE showing the way
This is the country that appointed the world's first AI Minister, founded the first AI university, and wrote a National AI Strategy for 2031 before most nations had a plan for 2025. The Day-0 circle above is what AI abundance looks like when it is built FOR a people rather than extracted FROM them: every citizen and resident with a private agent that knows their life's rhythms, speaks to the rails they already trust, and answers to no one else. The UAE did not wait for the future of government services; we believe it will not wait for the future of personal AI either - and the circle is how every person sees the value on day one.
The one country already building the agentic state.
The UAE appointed the world's first Minister of State for AI in 2017, created a federal Artificial Intelligence and Data Authority in 2026, and directed half of federal government operations to run on agentic AI within two years. Abu Dhabi's TAMM already automates recurring tasks for residents. UAE Pass serves more than 11 million people. Gigawatt-class sovereign AI compute is under construction, powered by the world's largest single-site solar park and the Arab world's first nuclear plant. A consent-first personal agent for every resident is not our idea imposed on the UAE - it is the UAE's own direction, and we want to serve it.

We do not ask the UAE to adopt our infrastructure. We build the citizen's agent on the infrastructure the UAE already built - and go only where the person's consent takes us.
UAE Pass
One national digital identity for citizens, residents, and visitors - sign-on, digital signatures, and a vault the person controls. One authenticates through UAE Pass and treats its approve-the-share model as the gold standard, extended to everything the agent does.
TAMM & DubaiNow
Abu Dhabi's TAMM (1,100+ services, with AutoGov already handling recurring tasks) and DubaiNow (130+ city services) are the surfaces a personal agent acts through. One would ride these rails by consent - never around them.
Sovereign AI infrastructure
Khazna data centers, Core42 sovereign cloud, the du-Microsoft hyperscale build, and the Stargate UAE campus mean gigawatt-class AI compute inside the country, powered by solar and Barakah's carbon-free baseload. The natural home for locally resident agent workloads - partnerships in pursuit.
Aani, Jaywan & the Digital Dirham
The Central Bank's new rails - Aani instant payments, the Jaywan card scheme, open finance with consent at its core, and the Digital Dirham - are how an agent pays and settles for its human, lawfully and with a receipt. The 🤫 One Card program is designed to meet these rails.
The wealth pillar, stated plainly.
Alongside the citizen offer sits a long-term institutional pursuit: earning the right, over years, to advise UAE institutions on investments, global assets, and strategy - the way the country's own norms demand. Abu Dhabi's sovereign platforms work through licensed local presence, deep relationships, and demonstrated track record. So our path is the honest one: a licensed entity in ADGM or DIFC, a supervised start in their sandboxes, performance that speaks for itself, and patience. We hold ourselves to the same consent-first, receipt-for-everything standard with institutions that we hold with a single human. Nothing in this pillar is underway with any UAE entity today; it is a pursuit we are building the credentials to deserve.

Presence and homework
A UAE entity, a UAE-based team, PDPL compliance built to the strictest standard, and UAE Pass service-provider integration work. Entirely in our control, and where we begin.
A regulated foothold
Apply to the ADGM RegLab or DIFC Innovation Testing Licence to test the consent-first agent and wealth workflows under supervision, with a Category 4 advisory application prepared next. Sandbox entry is competitive and licensing can be declined; we say so.
One government pilot
A scoped, measurable pilot with a single department - the UAE's Agentic AI Project aims to move half of federal operations to agentic AI within two years, and TAMM's AutoGov shows the appetite. Hosted in-country for data residency. Won by selection, never assumed.
A research anchor
Joint labs with the UAE's universities - MBZUAI above all - on consent-first agents and the Personal World Model, building on the country's own open-source Falcon models. Proposals prepared; partnerships in pursuit.
The citizen-scale offer
Only after the first phases prove out: the government-sponsored, free Private Agent One for every citizen and resident, riding UAE Pass, integrated with TAMM and DubaiNow, hosted on sovereign compute. This requires a sovereign sponsor's decision - it is the heart of the plan and purely a pursuit today.
The wealth mandate
With a licensed, performing UAE advisory entity and years of local track record, the long-term pursuit: advising UAE institutions on their investments and global assets. Sovereign mandates follow presence, performance, and patience. There is no shortcut, and we do not pretend otherwise.
Honest dependencies, stated once and plainly: the UAE PDPL's executive regulations are still pending, so we build to the strictest settled standards; financial licensing takes months and can be declined; government pilots are won by selection; sovereign sponsorship of the citizen offer is a decision that belongs to the UAE, not to us. We will update this page as reality changes - and only when it actually does.

Arabic that is actually Emirati
Gulf dialect, code-switching mid-sentence with English and Urdu, honorifics and family titles used correctly - an agent that gets this wrong is not lovable, it is embarrassing. Finish line: published parity benchmarks with Emirati testers, not translation-quality proxies.
Sovereignty without isolation
Sensitive classes stay on UAE soil while the person still reaches global rails (remittances, travel, global models under their own keys). Finish line: a residency policy engine whose every cross-border grant is explicit, revocable, and receipted.
The cultural model that never slips
Prayer windows shift daily; Ramadan reshapes everything; family obligations outrank calendars. Encoding this as defaults - not add-ons - without stereotyping any of the 200 nationalities. Finish line: cultural correctness verified by local families each season.
Two lives, one circle
Most residents live here and love somewhere else. Family circles must span borders with consent semantics that respect both jurisdictions. Finish line: the cross-border check-in with receipts valid on both ends.
