πŸ‡¦πŸ‡ͺ The UAE plan Β· a sovereign partnership in pursuit

A free 🀫 Private Agent One for every citizen of the Emirates.

This is our open plan for the United Arab Emirates, written for any person in the UAE who wants to know exactly what we are building and pursuing: a free, UAE-law-compliant Private Agent One for every citizen and resident, running inside the UAE on sovereign infrastructure, sponsored as a national service. Nothing on this page is an agreement with any UAE entity. It is a plan, stated honestly, and a standing invitation.

Reach a humanThe leaders we thank
A letter home

This one is personal.

Our founder grew up in the UAE and left for university at nineteen. Decades later - after building AI products at Microsoft, Splunk, and Google - the conviction that started this company is the same one the UAE built into UAE Pass: nothing about a person moves without their consent. We are coming home with the product of that conviction, and we want to build it with the country that already believes it.

The offer Β· working backwards from the citizen

What every person in the UAE would get.

We start from one person - an Emirati in Abu Dhabi, a resident in Dubai, a family in Sharjah - and work backwards. Four promises define the offer.

Free for every resident

A national service, not a subscription

Our offer: every UAE citizen and resident gets a 🀫 Private Agent One at no personal cost - a fully sponsored national service, the way a public good should feel. Emiratis first, then every resident. This is the offer we are building toward with government sponsors; it is a pursuit, not yet a program.

Runs inside the UAE

Sovereign by residence, not by promise

The agent's data and compute live inside the UAE on sovereign infrastructure - the data-center and sovereign-cloud capacity the country is building at historic scale. Where the government provides local infrastructure, One runs on it. Hosting partnerships are in pursuit.

Compliant by construction

UAE law is the design spec

Consent-based processing under the UAE Personal Data Protection Law, identity through UAE Pass, alignment with the UAE AI Charter's principles of human oversight and transparency, and in-country residency for sensitive data. We build to the strictest reading and say plainly what is still settling.

Yours alone

Approve-the-share, everywhere

UAE Pass already lets a person approve each share of their documents. One carries that principle across the whole of life: every access consented, every action receipted to a ledger only the person can read, revocable in a tap. The agent answers to one party - the human who owns it.

Part 0 Β· Working backwards, from Eid morning 2028

Every citizen and resident of the Emirates now holds a private agent that answers only to them

Abu Dhabi, UAE - Eid morning, 2028

This morning, ten million people across the seven emirates woke to an agent that knows the rhythm of their lives - prayer and Ramadan, the school run and the Salik gate, payday and the remittance home - and reads nothing it was not granted. It signs in with UAE Pass, lives on sovereign soil, writes a receipt for every access, and serves the person alone: not an advertiser, not an employer, not even the company that built it. The UAE, which gave the world its first AI Minister and first AI university, became the first nation where private, personal AI is a public good - and showed everyone else the way.

The press release we work backwards from. Every section below exists to make a sentence of it true - and it is a pursuit until a sovereign sponsor makes it a program.

The Day-0 Trusted Circle πŸ‡¦πŸ‡ͺ

The circle of trust, built around how life actually works here.

Worked backwards from the culture: family at the center, faith's rhythms respected, the government rails people already trust, and the two-country love of a nation of 200 nationalities. Every connection by consent with a receipt; every rail named as what it already is in Emirati life; every integration a pursuit until it is signed.

Family & the majlis

Emirati life is family-first - the majlis, the Friday gathering, the elders at the center. The circle starts where the culture starts.

Family circle & elders care

Consented location and check-ins for the people you love - Mama made it home, the kids reached school, grandfather took his walk - receipts on both sides, surveillance never.

The household

One calm place for the family's shared life: school runs, deliveries, the driver, the helpers - coordinated by consent, with dignity for everyone who serves the home.

The Friday gathering

The agent guards the time that matters: family lunch after Jumu'ah is protected time by default - nothing books over it without you saying so.

Faith & culture

The day has a rhythm here - five prayers, Ramadan's suhoor and iftar, Eid with family, the pilgrimage of a lifetime. An agent that does not understand this cannot serve this country.

Prayer-aware scheduling

Meetings never proposed over prayer times unless you allow it; Ramadan mode reshapes the whole day around suhoor, iftar, and reduced hours - automatically, respectfully.

Zakat & giving

The agent computes zakat from what you consent to share, and routes giving through the channels you trust - receipts for your records, privacy for your generosity.

Hajj & Umrah

The journey of a lifetime, quietly organized: permits, timing, family logistics - planned months ahead, by consent.

Government - the rails you already trust

The UAE built the most seamless government services on earth. One rides these rails by consent - never around them.

UAE Pass

The national identity is the sign-in and the signature; its approve-the-share model is the gold standard One extends to everything.

TAMM & DubaiNow

Emirates ID and visa renewals, licences, fines, certificates - the agent watches the dates and prepares each service so you tap approve, not fill forms.

Utilities & the city

DEWA, SEWA, ADDC, Etisalat and du - bills paid on your rules, consumption watched, moves handled in a day.

Health

The UAE already unified health records; the person just never got the remote control. One is that remote control - by consent.

Your health record, in your hand

Appointments, prescriptions, and reports from the providers you use - Daman, Thiqa, or your insurer's network - collected under your grants, readable by you alone.

Insurance without paperwork

Approvals, claims, and renewals prepared by the agent; the mandatory-insurance maze becomes one honest screen.

The family's wellbeing

Elders' medications, children's vaccinations, everyone's checkups - one quiet keeper of the family's health calendar.

Money, work & home-country love

A nation of 200 nationalities sends love home every month. The circle honors both lives - the one here and the one back home.

Salary & the WPS rhythm

Payday lands, obligations clear, savings move - on rules you set once. End-of-service gratuity tracked from day one, so nothing is a surprise.

Remittances home

The monthly transfer to Kerala, Manila, Lahore, Cairo - watched for the best moment on the rails you choose, receipts both ends, family notified with love.

Aani, Jaywan & your banks

The Central Bank's instant rails and your own banks - FAB, Emirates NBD, ADCB, ADIB and Islamic banking alike - spoken to by consent, never held by us.

Mobility & the city

Salik gates, Nol cards, the school run, ADNOC fills, and the summer heat that reshapes every errand - the city has its own physics.

RTA, Salik & Nol

Recharges before they run dry, fines caught the day they land, parking handled - the road just works.

The school run & KHDA/ADEK life

Term dates, fees, buses, and permission slips - the school year runs itself around the family calendar.

Summer mode

When it is 47 degrees, the agent reorders the day: deliveries instead of errands, early mornings for the outdoors, the car cooled before you walk out.

Community, learning & the nation's moments

Eid, National Day, the Year of Sustainability - this country moves together. So does the circle.

The nation's calendar

Eid Al Fitr, Eid Al Adha, National Day on December 2nd - family plans, travel, and greetings prepared ahead, the way the country actually lives them.

Learning & Emiratisation

For citizens: Nafis opportunities and national programs surfaced as they open. For every resident: the courses and credentials that move a career forward here.

The local experts

The 🀫 Yellow Pages, UAE edition in pursuit: the attested translator, the school counselor, the family lawyer, the trusted mechanic - found and reached agent-to-agent, by consent.

The destination

AI abundance, with the UAE showing the way

This is the country that appointed the world's first AI Minister, founded the first AI university, and wrote a National AI Strategy for 2031 before most nations had a plan for 2025. The Day-0 circle above is what AI abundance looks like when it is built FOR a people rather than extracted FROM them: every citizen and resident with a private agent that knows their life's rhythms, speaks to the rails they already trust, and answers to no one else. The UAE did not wait for the future of government services; we believe it will not wait for the future of personal AI either - and the circle is how every person sees the value on day one.

Why the UAE

The one country already building the agentic state.

The UAE appointed the world's first Minister of State for AI in 2017, created a federal Artificial Intelligence and Data Authority in 2026, and directed half of federal government operations to run on agentic AI within two years. Abu Dhabi's TAMM already automates recurring tasks for residents. UAE Pass serves more than 11 million people. Gigawatt-class sovereign AI compute is under construction, powered by the world's largest single-site solar park and the Arab world's first nuclear plant. A consent-first personal agent for every resident is not our idea imposed on the UAE - it is the UAE's own direction, and we want to serve it.

2017
World's first AI minister

The UAE created the role the rest of the world copied.

50%
Federal operations going agentic

The 2026 Agentic AI Project's two-year directive.

11M+
People on UAE Pass

One national identity with approve-the-share built in.

5.6 GW
Barakah clean baseload

About a quarter of UAE electricity, carbon-free, plus record-scale solar.

Figures from UAE government and public materials, 2026: the UAE National Strategy for AI 2031, the Artificial Intelligence and Data Authority (June 2026), the federal Agentic AI Project, TDRA UAE Pass publications, and public energy data. We restate them as context, not as any association with us.

The rails

Built on the UAE's own rails, by consent.

We do not ask the UAE to adopt our infrastructure. We build the citizen's agent on the infrastructure the UAE already built - and go only where the person's consent takes us.

Identity

UAE Pass

One national digital identity for citizens, residents, and visitors - sign-on, digital signatures, and a vault the person controls. One authenticates through UAE Pass and treats its approve-the-share model as the gold standard, extended to everything the agent does.

Services

TAMM & DubaiNow

Abu Dhabi's TAMM (1,100+ services, with AutoGov already handling recurring tasks) and DubaiNow (130+ city services) are the surfaces a personal agent acts through. One would ride these rails by consent - never around them.

Compute

Sovereign AI infrastructure

Khazna data centers, Core42 sovereign cloud, the du-Microsoft hyperscale build, and the Stargate UAE campus mean gigawatt-class AI compute inside the country, powered by solar and Barakah's carbon-free baseload. The natural home for locally resident agent workloads - partnerships in pursuit.

Money

Aani, Jaywan & the Digital Dirham

The Central Bank's new rails - Aani instant payments, the Jaywan card scheme, open finance with consent at its core, and the Digital Dirham - are how an agent pays and settles for its human, lawfully and with a receipt. The 🀫 One Card program is designed to meet these rails.

For the nation's institutions

The wealth pillar, stated plainly.

Alongside the citizen offer sits a long-term institutional pursuit: earning the right, over years, to advise UAE institutions on investments, global assets, and strategy - the way the country's own norms demand. Abu Dhabi's sovereign platforms work through licensed local presence, deep relationships, and demonstrated track record. So our path is the honest one: a licensed entity in ADGM or DIFC, a supervised start in their sandboxes, performance that speaks for itself, and patience. We hold ourselves to the same consent-first, receipt-for-everything standard with institutions that we hold with a single human. Nothing in this pillar is underway with any UAE entity today; it is a pursuit we are building the credentials to deserve.

The plan

Six phases, in the open.

01

Presence and homework

A UAE entity, a UAE-based team, PDPL compliance built to the strictest standard, and UAE Pass service-provider integration work. Entirely in our control, and where we begin.

02

A regulated foothold

Apply to the ADGM RegLab or DIFC Innovation Testing Licence to test the consent-first agent and wealth workflows under supervision, with a Category 4 advisory application prepared next. Sandbox entry is competitive and licensing can be declined; we say so.

03

One government pilot

A scoped, measurable pilot with a single department - the UAE's Agentic AI Project aims to move half of federal operations to agentic AI within two years, and TAMM's AutoGov shows the appetite. Hosted in-country for data residency. Won by selection, never assumed.

04

A research anchor

Joint labs with the UAE's universities - MBZUAI above all - on consent-first agents and the Personal World Model, building on the country's own open-source Falcon models. Proposals prepared; partnerships in pursuit.

05

The citizen-scale offer

Only after the first phases prove out: the government-sponsored, free Private Agent One for every citizen and resident, riding UAE Pass, integrated with TAMM and DubaiNow, hosted on sovereign compute. This requires a sovereign sponsor's decision - it is the heart of the plan and purely a pursuit today.

06

The wealth mandate

With a licensed, performing UAE advisory entity and years of local track record, the long-term pursuit: advising UAE institutions on their investments and global assets. Sovereign mandates follow presence, performance, and patience. There is no shortcut, and we do not pretend otherwise.

Honest dependencies, stated once and plainly: the UAE PDPL's executive regulations are still pending, so we build to the strictest settled standards; financial licensing takes months and can be declined; government pilots are won by selection; sovereign sponsorship of the citizen offer is a decision that belongs to the UAE, not to us. We will update this page as reality changes - and only when it actually does.

The release train

Quarters, not vibes - the same bar as our platform document.

Now
Presence & homework

UAE entity formation, PDPL compliance built to the strictest reading, UAE Pass service-provider integration work, and the Day-0 Circle designed in the open on this page. Entirely in our control.

In progress
Q4 2026 target
The regulated foothold

ADGM RegLab / DIFC ITL application filed for the consent-first agent and wealth workflows; Arabic-first agent quality benchmark published (Gulf dialect included); the localization bar stated as numbers.

In design
H1 2027 target
One pilot, one emirate

A scoped government pilot with a single department on sovereign compute - measured against the north star, published Rude-FAQ honest. The MBZUAI-anchored research lab proposal lands the same half.

In pursuit
H2 2027 target
The circle opens

Day-0 Circle live for pilot families: UAE Pass sign-in, TAMM/DubaiNow rails, prayer- and Ramadan-aware scheduling, remittance timing, family circles - every rail by consent, receipts in Arabic and English.

In pursuit
2028 target
Citizen scale

The sovereign-sponsored, free-for-every-citizen-and-resident offer - the heart of the plan, requiring a sovereign sponsor's decision. We say plainly: this is the pursuit the whole page exists for.

In pursuit
Beyond
The wealth mandate

With a licensed, performing UAE advisory entity and years of local track record: advising UAE institutions on global assets. No shortcut exists, and we do not pretend otherwise.

In pursuit
Success, defined before we start

The north star and its guardrails.

North star
Weekly people served πŸ‡¦πŸ‡ͺ

Distinct citizens and residents for whom the agent completed at least one real job that week - a renewal filed, a remittance timed, an elder checked on. Jobs, not opens.

Driver
Time to first value

UAE Pass sign-in to first completed job - target under 60 seconds; measured on real rails, then published.

Driver
Circle activation

Family circle of 3+ set up inside 2 minutes; first cross-border family notification delivered with consent on both sides.

Driver
Arabic-first quality

Task success parity between Arabic (Gulf dialect included) and English - measured, published, and closed as a gap, not an afterthought.

Guardrail
Sovereignty integrity

100% of sensitive-class data resident in-country; zero cross-border reads without an explicit, revocable grant.

Guardrail
Cultural correctness

Zero meetings proposed over prayer by default; Ramadan mode correctness verified with local families before every Ramadan, not after.

The hard problems

Five problems this plan must solve - stated so they can be judged.

Problem 1 of 5

Arabic that is actually Emirati

Gulf dialect, code-switching mid-sentence with English and Urdu, honorifics and family titles used correctly - an agent that gets this wrong is not lovable, it is embarrassing. Finish line: published parity benchmarks with Emirati testers, not translation-quality proxies.

Problem 2 of 5

Sovereignty without isolation

Sensitive classes stay on UAE soil while the person still reaches global rails (remittances, travel, global models under their own keys). Finish line: a residency policy engine whose every cross-border grant is explicit, revocable, and receipted.

Problem 3 of 5

The cultural model that never slips

Prayer windows shift daily; Ramadan reshapes everything; family obligations outrank calendars. Encoding this as defaults - not add-ons - without stereotyping any of the 200 nationalities. Finish line: cultural correctness verified by local families each season.

Problem 4 of 5

Two lives, one circle

Most residents live here and love somewhere else. Family circles must span borders with consent semantics that respect both jurisdictions. Finish line: the cross-border check-in with receipts valid on both ends.

Problem 5 of 5

Riding rails we do not own

UAE Pass, TAMM, Aani, Malaffi - deep integrations owned by sovereign entities with their own roadmaps. Finish line: every integration built to their published standards, degrading gracefully, never scraping.

🀫 Gratitude · the builders of the Emirates

122 leaders of the UAE, thanked by name.

Before we ask the Emirates for anything, we say thank you. We have celebrated 122 of the UAE's leaders so far - growing toward 1024 - across government, sovereign wealth and enterprise, technology and science, health, learning, sport, culture, and community - each from public information, each with a cited source, each removable on request. From the President and the Rulers of the seven emirates to the astronauts, the Mars mission scientists, the first Emirati woman chef, and the builders of TAMM and UAE Pass: the people who made the UAE the place where this plan is even possible.

Meet the leaders of the Emirates β†’
How we mean it

Celebration and an invitation, in the open.

We celebrate these people and their work from public information, with genuine admiration and an honest wish to collaborate. Naming a person or institution implies no partnership, affiliation, or endorsement. Every profile links to that person's own official page as the source of truth; university roles change, and where a role was in transition or unconfirmable we say so. Anyone featured can ask to be updated or removed.

Own your AI. Own your data. Own your compute.

For every person in the UAE, and for the nation that already believes consent comes first. If this plan is worth a conversation - a pilot, a lab, a license, a citizen cohort - we would be grateful for it.
